This officer. Claims he appeared on scene November 04, 2023 , wether or not he was present , an illegal traffic stop eas conducted by 2 officers who unnecessarily escalated the traffic stop to an excessive force case, the officer claims he was present during the stop , this officer falsified statement stating he was present when I, the victim of excessive force, and unreasonable Pro-longed detention in violation of the fourth Amendment filmed the stop, and viewed how many cop cars there were present during the time I was stopped , and this officer Rabon was not present during that time. I was stopped by one patrol cruiser , approximately 20 minutes later after I questioned the nature of the stop, and what type of traffic stop it was being that I did not violate any traffic laws , and everything was legal on my vehicle , the 2 officers , Dahnke, and Upshaw, unnecessarily called for additional squad cars, on video body camera footage it shows a black cop hopping out of his vehicle as officer Upshaw begins to falsify statements to escalate, the officer he talked to did not identify himself, but was present during the time the excessive force pulling me from my vehicle giving me no response time to get out of my vehicle to put my hands up, being that I am a 100% disabled veteran and officer rabon's presence during the time tr excessive force was used means that he stood, and watched as the officers used unnecessary brut force breaking my arm , slamming me face first to the ground busting my face open, and injuring my knee by 5 Redding police Officers, if this officer was present, then this officer is as responsible as they are for not intervening in the excessive force. (Blue Code Of Silence). Redding Police Department intentionally omitted his information from reports to create a false witness to the officers misconduct. This officer was not present during the time the officers spent 45 minutes profiling to the time they stopped, and oiled me over lying about my seeing a front plate in my vehicle, where in fact was which made the stop unjustified , but a lie created by the officers for the sole purpose of an unlawful investigatory stop, the racial profiling by the two officers. Officer rabon's presence , and failure to intervene , and to stand and watch contributed to the misconduct of All of the officers involved. It is about doing the right thing. And Not maintaining a Blue Code Of Silence, it appears this officer is also on the Brady list..and his disciplinary , and impeachment records will be requested by my attorney.
