Public Complaint No. 1723882469 - 345911433

Robert Selby

Statement

This relates to the malicious arrest done to me by the Grants Pass Police Department, Case 23-33746. For the Josephine County Sheriff Department this is case 23-00001453. At about 8pm, Grants Pass Police Officer Thomas Smyth, who formerly worked as a deputy in the very same jail with his highest boss being Sheriff Dave Daniel, delivered me to the Josephine County Jail on no crime committed. The car door was opened up next to me and I heard lots of shouting at me and I probably said something back like I shouldn't be there. The door was then slammed. Perhaps 10 seconds later, the car door was opened more calmly and I was being let out. I asked for the deputy to be gentle with me. I was never in jail before and I was terrified of being there. It was Deputy Robert Selby assisting in this process. After having to have my chest against a short wall with my legs spread, I was being searched and shoes removed. I then had to go into a changing cell. I was in there waiting for a very long time which made no sense. So in that time I was looking around and saw lots of blood on the sink as well as public hairs and blood on the floor. I was wondering why the area had to be so filthy. So after a long time Robert Selby directs me through a window door to undress. I didn't want to do that in such a dirty room but feared if I didn't I might get beaten up. I then complied. I was fully naked and had to do poses for him, notably bending over and spreading my butt cheeks to him for a very long time. I suspected he was taking photos of me, consistent with the unlawful activities already happened including the unlawful arrest that could could only be conceivable as relating to reporting Sheriff Dave Daniel on corruption for allowing a neighbor to continuous do crimes to me and of that neighbor very likely being the one who knocked over my well pump housing, cut a wire and broke a pipe which Sheriff Dave Daniel refused to investigate. I was not planning on being in jail so I didn't understand why I had to go through the extreme process. When he was done I Deputy Robert Selby had jail clothes for me to get into. He placed them on the edge of the window door then slammed it so the clothes would fall on the disgusting floor. Again, I felt I better just get into the clothes without complaining about the clothes being on the floor as I felt I could be beaten up which would include having me be in contact with the filthy floor even more. I got dressed and waited inside again for a very long time, neglecting me. Eventually I was told to sign a piece of paper that also had a writing instrument of either a pencil or pen slid under the door. Based on the filth no way was I going to touch that paper. And so I was waiting a long time again until I was let out of the changing cell and it was cold in there. I was then being brought to a cell about 20-25 feet away, right across from their office area that had a big water pitcher on the counter. Before I was in the cell in which he was placing me in, I asked to have some water and he refused but add that If I work with him then he'd work with me. I thought, WOW, so strange, so I'd have to do something out of the ordinary to have the basic need of water? I was stunned. And so in the cell I went, without getting the water. Over the course of many hours, I pushed the intercom button numerous times requesting water, then eventually medical attention for dehydration. I never heard any static so I thought it's a modern system that wouldn't have static but after I was out I was wondering if they purposely turned off the intercom as the extra punishment I was to get on account of reporting Sheriff Dave Daniel on corruption. Later being it was getting cold in the cell, I requested also a blanket and the ability to make a phone call as I always heard when in jail a person is allowed to make one call. Every single one of my requests, no one would ever respond to me. I was never in jail before so I didn't know I was supposed to be given bedding but I didn't even get that. I had a cold concrete block to sit on. This continues to others in the Josephine County Sheriff Department as Robert Selby left as likely from the ending of his shift. The others I cannot obtain names of because the Sheriff Department refuses to provide me with the names, not to mention still not responding to my official complaint filed on August 11, 2023 - that's over one year now and still not a response, no matter how many times I asked the Josephine County Commissioners to try to get it to fulfill its obligation. I didn't get any water until about 9:30am when a person from the Josephine County Courthouse came to visit me. I told the person how I was being denied water and she shouted "Get this man some water." and quickly someone complied and gave me a small cup of water from the water pitcher mentioned prior. I also shared with her that the changing cell I was in had blood and public hairs on the floor and this conversation was recorded. When the person from the courthouse left, I was neglected again until let out several hours later. I asked for more water and no one cared to respond. Even though I will report Sheriff Dave Daniel separately on this matter, I will state in here being it's relevant to show this was all a malicious arrest and putting me in jail that I told the Josephine County Commissioners in emails of what happened and there is also the Josephine County weekly public meeting they had on August 23, 2023 that I showed up at which recorded my statement of reporting the numerous 8th Amendment to the US Constitution violations that I endured in the jail. I did also report to the FBI but haven't heard of any action. Now this culminates in the very next weekly county government meeting Sheriff Dave Daniel was awarding Deputy Robert Selby with a promotion. Logically, this wouldn't happen if there was no corruption because the violations done by Robert Selby would have hampered that. Instead this very much looks like rewarding him for abusing me in jail.
