This officer used unlawful excessive force in an unlawful , after an illegal stop boldly initiated by two other officers on the Brady list that abused their power, Dahnke , Alexandra , and UPSHAW, Byron. This officer aides in helping his supervisor to break my arm , try to tear my arm out of my socket, damaging my knee , and picking me up slamming me face first into the concrete which could have had risks of breaking my neck. Luckily it was just my arm that was broken . But this officer has multiple badge numbers meaning he must be catching Misconduct ct cases, and moving to new police departments , this officer also falsified police reports, failed to intervene in unlawful use of excessive force, used excessive force with cuffs, slicing my wrist . Conducted an illegal search of my vehicle in violation of my fourth amendment right to be free from unreasonable searches and seizures being that I am a 100% disabled retired Army veteran , this officer was indifferent to my disabilities when he still used it excessive force , this officer also falsified police reports to as witness to maliciously prosecute me on false "Cover Charges" of 148 PC to shield his department from civil liability after retaliating against me because I told them I will be suing them for DISCRIMINATORY harassment , illegal stops absent probable cause , illegal searches, and unlawful use of force causing me permanent bodily harm I filed an excessive force complaint with Redding police department they are trying to keep the incident isolated , have not heard on any disciplinary actions taken by the department so I guess redding police department is trying to sweep the officers misconduct under the rug ,that is any im reporting it directly to Brady list.com so that these officers do not get away with it . They are all on the Brady list but one chase Webber Arnold who I reported to Brady list.com also with the new evidence of excessive use of force resulting in broken elbow bone,, damages to knee, shoulder, head, thumb,wrist

California Public Records Act

The California Public Records Act is a series of laws meant to guarantee that the public has access to public records of governmental bodies in California. In December of 2011, a Superior Court judge ruled that the California Assembly must also disclose budget records of individual lawmakers, after some California newspapers filed a lawsuit accusing legislators of flouting the state’s open records laws.

Public records in the California Public Records Act are defined as “any writing containing information relating to the conduct of the public’s business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics.” There is a separate category of “purely personal information” that, although it may be in the custody of a government agency, does not fall under the act. Statute 6255 states a catch all exemption, “The agency shall justify withholding any record by demonstrating that the record in question is exempt under express provisions of this chapter or that on the facts of the particular case the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure of the record.”

Anyone can request public documents in California, and a purpose does not have to be stated. The California Public Records Act does not regulate the use of records obtained from public agencies. One should allow 10 days for an agency to comply with a records request.
