911 call was made because they African-American subject was lying on the ground officers didn’t arrive before firefighters and noticed the man got up on his own and continue to walk away so they canceled the fire truck from arriving I was inside the gas station purchasing a few items my truck was parked after they then got behind my truck that was parked that had nothing to do with the situation and started to look at it walk around and then as I’m waiting in line to make a purchase they call for back up they come inside the store and say hey is this your truck come outside now I didn’t say that I am looking for my wallet and Officer Michael seers badge number 4607 begins to scream and yell from the top of his lungs and he starts to get close to me and threaten me with Jill and telling me all types of things and I told him sir I did not commit a crime I did not do anything he then said I don’t care I can take you to jail if I want I then said sir I am not on probation or parole what did I do wrong you came here for a man on the floor and now you’re bothering me I’m doing nothing wrong he then started to question what did I have inside my truck and he wanted to search it but I did not consent he then started to scream againHe bothered me for no reason and he miss treated me very poorly and I felt very scared and uncomfortable because I am a Law abiding Citizen and I am not a criminal I am just purchasing items inside the store even the clerk was in shock that he was bothering me and speaking to me at the kind of level that he was like I was some kind of scam where is his integrity I do not know he then started to ask me my birthday I then proceeded to give it to him then he says we are ready know who you are that was his response and then he started to claim reasons why he can take me to jail but I did nothing wrong my vehicle was not two months past registration but then he started to scream again and said that I am committing a crime when the truck wasPark I wasn’t even in the truck I’m not sure how he link the truck and myself together but he did pull me out of the store which is very uncomfortable He was laughing talking and he will then I called a relative to come pick up my truck since my license are expired

California Public Records Act

The California Public Records Act is a series of laws meant to guarantee that the public has access to public records of governmental bodies in California. In December of 2011, a Superior Court judge ruled that the California Assembly must also disclose budget records of individual lawmakers, after some California newspapers filed a lawsuit accusing legislators of flouting the state’s open records laws.

Public records in the California Public Records Act are defined as “any writing containing information relating to the conduct of the public’s business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics.” There is a separate category of “purely personal information” that, although it may be in the custody of a government agency, does not fall under the act. Statute 6255 states a catch all exemption, “The agency shall justify withholding any record by demonstrating that the record in question is exempt under express provisions of this chapter or that on the facts of the particular case the public interest served by not disclosing the record clearly outweighs the public interest served by disclosure of the record.”

Anyone can request public documents in California, and a purpose does not have to be stated. The California Public Records Act does not regulate the use of records obtained from public agencies. One should allow 10 days for an agency to comply with a records request.
