Statement

I am submitting this complaint regarding severe misconduct by Rohnert Park police officers, including excessive force, false reporting, and violations of protocol in the case of Casey Beck On the day in question, Casey was at a 7-Eleven when he noticed five officers strategically positioned throughout the parking lot. Feeling uneasy, he left, and the officers followed him in unison. One activated their lights, and as Casey attempted to find a safe place to stop, he pulled in to a residential court and stopped the vehicle multiple police vehicles aggressively surrounded him, nearly crashing into his car. Officers immediately drew their weapons on him, including a sergeant and a rookie officer, without explanation or de-escalation. Casey, who has severe PTSD from past traumatic encounters with law enforcement, raised his hands and said, “Don’t shoot.” When ordered to put the car in park, he reached down but, in a panic response, reversed and drove away out of fear for his life. At no point did Casey act aggressively or dangerously, as confirmed by available video evidence. Officers initially claimed Casey’s vehicle was linked to a burglary, but discovery documents later revealed the opposite: the vehicle was explicitly marked “not wanted” in any investigation. Despite this, officers escalated the situation and falsely reported that Casey attempted to ram a police vehicle, leading to a multi-agency pursuit under fabricated charges of assault with a deadly weapon. Bodycam footage contradicts these claims, showing that Casey maneuvered carefully, avoiding collisions, and never posed a threat. During the chase, Casey did not engage in reckless driving or high speeds. Instead, he stayed on the side of the road, slowing for traffic, and trying to avoid harm. An officer ultimately rammed his vehicle, causing him to crash. His car caught fire, and while airbags trapped him inside, officers delayed assisting him. When they finally removed him, they violently restrained him, pressing their knees on his neck and back, resulting in a fractured vertebra. He received no medical attention for a month while in jail. Casey remains incarcerated without bail, while others with more serious offenses have been granted release. His public defender refuses to challenge the misconduct or request key evidence, such as bodycam footage that could exonerate him. This case is a clear example of unlawful police conduct, including: • Excessive force – Unjustified use of drawn weapons at a routine stop. • False reporting – Fabrication of an assault charge to justify escalation. • Failure to follow protocol – Ignoring de-escalation procedures and due process. Casey was not fleeing from a crime—he was fleeing out of fear for his life. The officers involved must be held accountable for their misconduct, and Casey deserves a fair trial with access to all evidence. I urge a full investigation into these officers’ actions and their inclusion on the Brady List.
