Hello, My name is Autumn Brown and I am writing in hopes of bringing attention to the concerning behavior of two SCSO Deputies: Andrew Falvey (North Division), and Richard Minor (Court Services.) I have first hand knowledge of the below situations and am coming forward after a SCSO Deputy encouraged me to speak up. Falvey and Minor: Deputies Falvey and Minor are actively using illegally obtained anabolic steroids, which I now believe to be Schedule III controlled substances (per Minor.) Falvey is in possession of narcotic pain medication- details to follow below. Both Deputies have taken turns purchasing the steroids from a local (North Highlands) supplier under the name Stanford Pharmaceuticals via a website called thinksteroids. I have first hand knowledge of Falvey being on a cocktail of steroids, to include: Anadrol, Anavar, Testosterone, and Trenbolone. Deputy Minor has purchased many of the same but currently takes high doses of more intense steroids. One of them purchases the bitcoin to pay for the steroid order and the other pays it back in cash- typically totaling around $700 each person per purchase. Falvey has purchased approximately $2,500 worth of steroids in the last 12 months. Both Deputies have been supplying additional people with steroids. Falvey keeps his steroids above his kitchen sink, and all of his needles for injections are kept in a cabinet next to his bathroom. Falvey has recorded videos of himself drawing and administering the steroids on himself, and sent the video to both myself and Deputy Minor (and likely others.) While I have erased every hint of his existence in my life (and phone) after our breakup, I know that the video proof of this is easily obtainable if SCSO wanted it. Recently, Deputy Falvey be an mixing multiple steroids, which he injects into his arms via needle. Because of this, he gave himself a major abscess and required emergency surgery to save his arm. After surgery, Falvey personally asked me to help him find a way to lie to SCSO so that he could pass his arm off as a work related injury and have his time off covered by Workman’s Comp and to avoid SCSO potentially finding out about his illegal steroid use. I declined to help him lie, but I did give him a ride home from the hospital after surgery, at which point he said that the surgeon said him “shooting up” steroids in his arms gave him the infection. Since Falvey’s surgery, he has begun abusing his narcotic pain medication and mixing them with alcohol (he did not take them after surgery, and saved them for recreational use instead.) Falvey: For the sake of transparency, I was in a 1.5 year long dating relationship with Deputy Falvey from April 2022 through September 2023. Our relationship came to an end on September 18th, 2023 due to Falvey being unfaithful seemingly out of the blue. During the course of our relationship, Falvey went from a gentle, compassionate, and patient man, to an aggressive, violent, and mentally unstable partner as his steroid use progressed. In August of 2023, Falvey began injecting high doses of testosterone and with that came aggressive behavior. Andrew would punch the side of his patrol car, walls, lockers, and even turn off his body camera and assault transients along Roseville Road- and then brag/laugh about it to me after work, as if it were a joke, because “no one is going to believe a bum.” Outside of work, Andrew would become very agitated and would occasionally grab me by the throat to aggressively initiate sex, which was intimidating for me as a prior victim of domestic violence. While I would like to clarify that I did not refuse sex when he got forceful, I did express that the aggression was scaring me. The violent sexual behavior continued, even as recently as October 15th, when we last had sex- he was skirting the line of domestic violence and left some hand prints on me from the amount of force used. I did not take pictures of these marks but I did decide that I was too afraid to continue hooking up with him, and “let it go.” As his former long term girlfriend, I spent a lot of time around Falvey and his daughter, Avery. After Falvey began using steroids, I witnessed him spank his 5 year old daughter so hard that she would literally fly forward and fall flat on her face. She landed so hard on some occasions that I thought she may have broken her arm from bracing herself when she hit the ground. I have seen him twist her up in control holds while she screams in pain and begs him to stop. I intervened on multiple occasions but was afraid to report the abuse I was witnessing. Prior to his steroid use, he would have NEVER done any of this. He was a sincerely incredible person, who has become a ticking time bomb of liability. Falvey’s steroid use brings two major concerns to light- 1) As a sworn Deputy, how can Falvey hold others accountable for criminal offenses while simultaneously buying, using, and distributing controlled substances? 2) Because of the drastic change in behavior/mental status/mental health I have witnessed first hand, I believe any reasonable person would be concerned about Falvey’s ability to use appropriate levels of force and contain his anger in stressful situations.
