Cheryl Ternes, serving as the Director of Arapahoe County Child Support Services, bears direct supervisory and administrative responsibility for a systemic pattern of due process violations occurring under her leadership. These violations include the assertion of legal claims and enforcement actions based on cases and court orders that do not exist, the presentation of materially false information to individuals and third parties, and the deliberate withholding of discovery in matters involving fundamental rights and access to justice.
As Director, Ms. Ternes has either willfully permitted or failed to correct the issuance of fraudulent communications purporting to represent judicial authority. This includes the misuse of government letterhead and official channels to intimidate or coerce individuals through administrative mechanisms that circumvent the jurisdiction of Article III courts. These actions constitute an abuse of power under color of law and a deprivation of constitutional protections, including the right to notice, the right to be heard, and the right to review evidence.
The refusal to produce discovery or verify the legal basis for enforcement further demonstrates a lack of candor and integrity incompatible with the duties of any government official, particularly one whose decisions materially affect liberty, property, and familial rights. Ms. Ternes' continued participation in or oversight of such practices renders her an impeachable witness in any proceeding involving Arapahoe County Child Support Services and raises serious concerns regarding institutional accountability.
