Clearly Described Complaint against Hala Carey (Ga Bar No.: 109292) To Whom It May Concern: First and foremost; thank you for taking your time to excess this situation at hand. My name is Quinton A. Wright, I am filing a complaint against Solicitor Hala Carey (Ga Bar No.: 109292). Within this complaint I will outline key violations of my rights as a defendant as follows. Solicitor Hala Carey (Ga Bar No.: 109292) is in violation of Brady Material of my case (1st ) The evidence at issue must be favorable to the accused, because it’s exculpatory.( 2nd ) And Prejudice has ensued, Malicious Prosecution, Neglect (Neglect of evidence that proves my innocence) & extreme economic hardship. This is a quick synopsis of the case: On 3/23/2024 I (Quinton Wright) and my girlfriend (Salena H.) was traveling on I-75/85. Upon traveling home, we were pulled over by J.PYLAND (Badge# 0786) for not having my headlights on. Immediately upon approaching the vehicle J.PYLAND (Badge# 0786) was agitated with the way that I lowered my window, if he would have had his chest camera on it would have provided detailed information of the incident. But upon demanding my license, I placed my license against the window, inside of my vehicle for J.PYLAND (Badge# 0786), but he was so irritated with me complying with his request to view my license; that he reached inside of my vehicle and snatched my license out of my hands. Upon returning to my vehicle after checking my license, J.PYLAND (Badge# 0786) aggressively asked me to remove myself from the vehicle for my headlights for not being on, which was irregular and strange. After I complied, J.PYLAND (Badge# 0786) immediately snatched my hat off my head in a aggressive manner & immediately started assuming that he smelled alcohol, so I immediately asked for an attorney in accordance to my constitutional rights and I did not want to communicate no longer with J.PYLAND (Badge# 0786) any longer because he was trying to turn a simple traffic stop to an unlawful & unnecessary DUI attempt because I am a Class A commercial license holder whom was not going to be bullied over a simple no head light citation. J.PYLAND (Badge# 0786) NEVER asked me to take a sobriety test, he immediately placed me under arrest. My girlfriend (Salena H.) asked on multiple occasions upon why I was being arrested, and J.PYLAND (Badge# 0786) and the additional officer on the scene did not provide her with a explanation upon my detainment / arrest. As outlined from my thesis, Solicitor Hala Carey (Ga Bar No.: 109292) is in violation of Brady Material / Brady Evidence of my case (1st ) The evidence at issue is favorable to me as a defendant! The City of Atlanta Public Defenders Office and I have provided Solicitor Hala Carey medical documents from Grady Hospital (on the same night of the incident) that can exonerate me from my charges and prove my innocence, but Solicitor Hala Carey has stated from her opinion (as a non medical professional) that she believes that I sobered up at the hospital and she stills believe that I was under the influence without any probable cause. Solicitor Hala Carey knows for a fact that she has no Urine sample, Blood sample, nor a Breathalyzer result to prove probable cause to pursue charges against me; in addition to knowing of officer J.Pyland (Badge # 0786) misconduct and lies on the citation stating that he performed a Blood DUI Test upon me. And secondly, Prejudice has ensued, because when The City of Atlanta Public Defenders Office (Peter Followill, III and Alea N. Harmon) first presented an offer from Solicitor Hala Carey; Solicitor Hala Carey had knowledge of my Brady Evidence and offered me to reduce my DUI charges to Reckless Driving, with Probation, Pay a Fine, 2hrs online Class for drunk drivers, AA Meetings, Substance Abuse Class & Community Service. So my question is this, why would you offer this to an individual who has evidence that proves his innocence & you have no evidence to prove his guilt? Secondly prejudice statements has ensued because with my first offer presented to me, Attorney’s Peter Followill, III and Alea N. Harmon told me that Solicitor Hala Carey stated for the first offer, that she “feels like” I was under the influence and that she wanted to pursue with the original charges. So my question is this, when does a solicitor feelings equate to the law or a infringement of a law? The second prejudice statement that she told Attorney’s Peter Followill, III and Alea N. Harmon that for the second offer she will Dismiss the DUI charges, I’ll have to pay a fine, 2hrs online Class for drunk drivers, Anger management (for what? When their was no disorderly conduct!), Community Service and she asked Attorney’s Peter Followill, III and Alea N. Harmon to go back to J.Pyland (Badge # 0786) and ask if he would be ok to dropping or reducing the charges. Solicitor Hala Carey knows for a fact that I filed a complaint against J.Pyland conduct! So why would she instruct Attorney’s Peter Followill, III and Alea N. Harmon to follow up with J.Pyland? Seems like she is trying to help mask his misconduct and she has already been informed of his personal vendetta against me/ the defendant. As outlined above, Solicitor Hala Carey has exemplified acts of malicious prosecution without probable cause. In addition to this, J.Pyland has cited me WITHOUT NO EVIDENCE to show probable cause; with DUI ALCOHOL, DUI ALCOHOL & DRUGS, DUI-MULTIPLE SUBSTANCES-MISD,DUI PERSON CONCENTRATION, DUI/DRUGS and HEADLIGHTS/TAG/TAIL LIGHT REQ. So without any evidence Solicitor Hala Carey deems fit to “feel like” (which are her words, which where told to me by Attorney’s Peter Followill, III and Alea N. Harmon) that I was under the influence! And that she wants to pursue the charges against me knowing probable cause is lacking. These charges are filed against me because of J.Pyland personal animosity, bruised ego and other reasons outside the interest of justice! The way that Solicitor Hala Carey has instructed Attorney’s Peter Followill, III and Alea N. Harmon to collaborate with J.Pyland, has led me to believe that she is aiding along with malicious prosecution, Neglecting my evidence that I have provided to her and helping J.Pyland to be apart of the cover up of his misconduct that I filed a complaint about. In conclusion, I have experienced extreme economic hardship since May. As a Class A CDL Driver, I cannot work because of the pending charges and a refusal is on my MVR. I have missed out on multiple job offerings because of Solicitor Hala Carey unethical behavior (which I have provided evidence to my Public Defenders of my misfortunes of an six figure opportunity), violation of my Brady Evidence and her neglect. As a custodial parent of two toddlers, I am financially drowning because of Solicitor Hala Carey & J.Pyland personal vendetta against me that’s outside of the interest of the justice system. I cannot afford, to not work another month; or I will lose my house, my car and most likely custody of my children. I need your help. I have no one else to turn to and I have provided all of the evidence you need to know that I am a man who is trying to provide for his family and I have no prior DUI’s at ALL! I can not afford to loose everything as Solicitor Hala Carey & J.Pyland continuously tries to punish me. It’s already hard enough that I can not work, I’m treated like a convicted felon and a solicitor who won’t adhere to my Brady Evidence.
