I am submitting this formal Brady complaint against members of the Maricopa County Attorney’s Office (MCAO)—specifically Deputy Chief Prosecutor Neha Bhatia, Investigator Plummer, and Investigator Annette Jacobs—due to their roles in an orchestrated effort to retaliate against me and conceal serious misconduct tied to the Maricopa County Medical Examiner’s Office, the Phoenix Police Department, and the MCSO. Timeline of Events and Misconduct: On December 4, 2024, I was involved in an incident that resulted in an interview by Detective Kevin Tyrrel of the Maricopa County Sheriff’s Office (MCSO) on December 5, 2024. Tyrrel violated multiple MCSO policies, including: GJ-35 (Body-Worn Camera): He failed to wear his body camera during our interview. GF-5 (Incident Report Guidelines): He waited 13 days to complete my report, which wasn’t finalized until December 18, 2024. He included 14 lies in the initial report and backdated a supplement report that was actually written on January 8, 2025, not December 18 as listed. I confirmed this when Sergeant Blaine Allmon informed me of the true date via email. I had an active internal affairs case open with MCSO’s Professional Standards Bureau (PSB) since December 20, 2024. Initially assigned to Lieutenant Kevin Thomas of the Special Investigations Division, I later learned his identity through Officer Walters on January 7, 2025, as he had failed to identify himself during our communication. This constituted a breach of GH-2, GC-17, GF-5, and GH-5. After Lieutenant Thomas abandoned his responsibilities, I underwent a six-hour interview on January 9, 2025 with Sergeant Alberto Sosa, who officially became my new investigator on January 21, 2025. Despite this ongoing internal investigation, the Maricopa County Attorney’s Office actively pursued retaliation: On January 27, 2025, I contacted MCAO and spoke to Supervisor Debbie, who informed me no report had been submitted by MCSO. I immediately called Sgt. Alberto Sosa, who initially invoked a “seven-year law” before finally submitting my report that same day. On February 10, 2025, after following up again, Sosa confirmed that my IR had finally reached MCAO. That same day, I received confirmation from Investigator Plummer that they received the report. On February 19, 2025, Plummer called me to inform me that my case had been officially closed with no charges filed. On February 24, 2025, I contacted the Maricopa County Medical Examiner’s Office again about forged toxicology reports in my 15-year-old sister Jamesha’s death. That same day, NAME President Dr. Reade Quinton, Deputy Chief Bridget Eutenier, and administrative staff all replied to my inquiry by email. On February 25, 2025, Investigator Plummer called me again and stated that Neha Bhatia had received “new information” and was reopening my case as a misdemeanor—less than 24 hours after I contacted the MCMEO. This is a clear act of retaliation for uncovering forensic fraud in my sister’s case. The “new information” allegedly used to reopen the case has never been provided to me, and I believe it is entirely fabricated. On February 26, 2025, I reached out to Investigator Annette Jacobs, who said I’d have to wait two more months to receive a court summons. However, I found my case listed online on March 9, 2025, with no court date or documentation attached. I contacted MCAO for clarification, only to be told I could no longer be helped because I was a defendant. I have recorded calls proving this exchange. After contacting Sherrill Schultz, the senior court clerk for El Centro Justice Court, I was told my arraignment was set for April 17, 2025, despite the online record showing charges filed on February 28, 2025. When I appeared early on April 4, 2025, I caught them off guard. I obtained my summons and complaint documents and noticed the date “24” had been scratched out—likely to obscure the fact that this retaliation occurred immediately after my February 24 contact with the MCMEO. During court on April 4, I was nearly booked into custody—but the judge ultimately released me. The release order confirms they intended to silently arrest me. On March 25, 2025, I told Sgt. Sosa that the Arizona Medical Board had opened an investigation because I had proof I was given fake toxicology reports showing a poison in my sister’s system. It was only after this disclosure that Sosa finally stated he would interview Detective Tyrrel. On April 2, 2025, Sosa listened to my recorded call with Investigator Nicole Palacio of the Arizona Medical Board, where it was confirmed that the reports were fake. On April 4, I uncovered that Detective Kevin Hastings, under penalty of perjury, had submitted false statements about my December 4 incident, signed off by Neha Bhatia—despite an active, open internal investigation with the PSB. On April 6, 2025, Sgt. Sosa admitted he had no idea Kevin Hastings was involved or that he had submitted charges. On April 7, Sosa told me he had reached out to MCAO and was waiting for a response. While Sosa confirmed he contacted Phoenix Police Sgt. Ryan Miller regarding Jamesha’s case, he still has not informed MCAO about the new forensic evidence or perjury committed by Hastings. Summary of Violations: The following MCAO employees are complicit in retaliatory conduct and/or have materially misrepresented or falsified information: Neha Bhatia: Reopened a closed case without legitimate grounds the day after I exposed forensic fraud; signed off on a complaint containing lies by Kevin Hastings. Investigator Plummer: Participated in coordinating the case reopening and withheld details of the “new information.” Annette Jacobs: Provided false timelines for court summons and failed to inform me of charges I discovered on my own. MCAO generally: Failed to submit documentation, denied me access to my own records, and attempted to orchestrate a silent booking. This chain of events is not only unethical—it’s unconstitutional. I have documented proof of every allegation made here, including emails, recorded calls, body cam omissions, and written policies violated. This is not a misunderstanding; this is prosecutorial misconduct, retaliation, and official oppression. I am requesting that all three individuals—Neha Bhatia, Investigator Plummer, and Investigator Annette Jacobs—be placed on the Brady List immediately, pending a full investigation into these egregious violations.
