This complaint is submitted to request formal review and appropriate listing of Magistrate Dalia Labrador based on conduct that materially implicates credibility, impartiality, and constitutional compliance. It is alleged that Magistrate Labrador engaged in significant administrative malfeasance by failing to carry out essential procedural duties, resulting in substantial disruption to required case administration and impairment of parties’ ability to obtain timely and accurate judicial determinations. Her actions further demonstrate pronounced bias in the execution of judicial responsibilities, including selective treatment of litigants and differential handling of motions and evidentiary requests in a manner incompatible with impartial adjudication. Moreover, Magistrate Labrador failed to apply remedies when constitutionally required, including the refusal or neglect to disclose exculpatory or impeaching information, the failure to notify relevant prosecutorial authorities of credibility-impacting issues, and disregard for procedural safeguards intended to protect the integrity of the fact-finding process. Her conduct also reflects a failure to ensure constitutional rights, as evidenced by repeated omissions that adversely affected due process, equal protection, and fair-trial guarantees, including impediments to counsel access, inadequate attention to the requirements of the Fourth, Fifth, Sixth, and Fourteenth Amendments, and failure to enforce protections essential to lawful proceedings.
