In January of 2018 a protective order petition alleged Jason Ricketts threatened to make untrue statements in court against a parent in a custody case. At the time he was contracted to supervise visitation in a custody case [PO-2018-00013]. The petition included a police report made by the Petitioner, Kelly Compton.

"Ms. Compton stated that in December 2017 Mr. Ricketts contacted her by phone and yelled and made threats toward her about making her life hell in court in reference to her visitation."

The deputy who took Ms. Compton's report [Scott Parsons, of the McCurtain County Sheriff's Office] stated that no investigation would take place against Jason Ricketts.

In the petition for protective order, Ms. Compton stated that she was advised by the deputy to file for a protective order.

It is unknown if the deputy's poor advice was intentional or due to ineptitude. Ms. Compton potentially could have litigated her cause of action completely had the deputy advised her to file for injunctive relief instead of directing her to a protective order that is statutorily prohibited in Ms. Compton's situation.

The protective order case was dismissed for not being related to domestic abuse and Ms. Compton passed away in July of 2020.

NOTE: On December 5th, 2017, Jason Ricketts was the subject of numerous Giglio Notices filed in McCurtain County District Court by District Attorney, Mark Matloff. It is unknown if these incidents are related.

Oklahoma Open Records Act

Title 51 Oklahoma Statutes § 24A.1 et seq.

The Oklahoma Open Records Act is a series of laws designed to guarantee that public has access to all public records of governmental bodies. Section 24A.2 defines records as "all documents, including, but not limited to, any book, paper, photograph, microfilm, data files created by or used with computer software, computer tape, disk, and record, sound recording, film recording, video record or other material regardless of physical form or characteristic, created by, received by, under the authority of, or coming into the custody, control or possession of public officials, public bodies, or their representatives in connection with the transaction of public business, the expenditure of public funds or the administering of public property." This specifically includes all records of the transfer of public funds.

According to the Oklahoma Open Records Act, anyone may request public records and no statement of purpose is required. However, if the purpose is commercial, fees will be charged for document collection. There is no restriction on the use of records and the law does not specify a time limit for responses to requests.
